Director, Construction-The TUNNEL

1. Serves as construction director and manages the construction management consultant(s).
Manages staff employees conducting various requirements for THE Tunnel project, including construction management, budget & schedule and quality assurance.
2. Develops recommendations for construction packaging; including contract type, sequence and duration for THE Tunnel Project.
3. Develops pre-qualifications and selection procedures for construction of THE Tunnel Project.
Develops claim and dispute resolution processes.
4. Serves as in-house construction expert resolving situations encountered during construction.
Performs constructability reviews.
5. Manages compliance of permit condition with permitting agencies.
Manages and coordinates construction activities with Amtrak, other railroad agencies, utilities and governmental entities.
Develops QA/QC procedures for unit in coordination with Director, QA/QC.
Manages the construction budget.
Reviews, evaluates and recommends approval of construction change orders.
Negotiates change orders with assistance of Construction Management.
6. Routinely visits project sites and works with Construction Managers and Resident Engineers to resolve current or potential situation affecting schedule, budget or ultimate quality of delivered product.
Supervises Construction Managers responsible for project budgets, quality control and schedules and participates in training and career development of staff.
7. Reviews technical specifications with Project Managers and Construction Contract Administrators.
Participates in bid proceedings, pre-bid conferences and contract closeouts.
8. Participates on the Technical Evaluation Committee for Engineer/Consultant/Contractor selection.
Prepares, reviews and approves construction estimates and project schedules.
9. Suggests or evaluates consultant design alternatives.
Reviews and prepares construction/consultant agreements.
10. Institutes a "best practice" policy within the construction group.
Verifies that design documents are in compliance with Owner Design Criteria Manual and project programs.
RESUMES MUST BE SUBMITTED WITH A SALARY REQUIREMENT FOR CONSIDERATION Bachelors Degree in Construction Engineering, Engineering, Architecture or related area and nine (9) years of progressive managerial applied experience in construction engineering management, to include five (5) years of experience in negotiating and managing construction and design/build contracts.
Experience involving specific railroad, railroad yard, station and tunnel construction projects desired.

Experience in multiple project scheduling, dispute resolution process and alternate contract delivery processes desired.
Professional Engineer/Registered Architect license desired.
