This position is responsible for engineering, installation, provisioning, maintenance, and project management functions associated with the deployment and maintenance of Network systems, transmission systems, voice, data and video systems and services.

The basic qualifications for this position include an Associate of Science degree in a relevant engineering discipline and two years experience in the telecommunications industry; OR a minimum of five years of experience in the telecommunications industry; OR an equivalent combination of education and experience.

A minimum of 2 years experience is required in at least two** of the listed engineering disciplines.

Bachelors degree in a relevant engineering discipline and experience in the telecommunications industry preferred.

Experience with translations, traffic and cellular/wireless preferred.

Responsibilities: LEVEL I w Understands and is able to perform the operations, maintenance, testing and provisioning of Network equipment.

w Conducts studies to accumulate information on current services, equipment capacities, current traffic data and estimated acquisition and installation costs.

w Reviews implementation schedules on continuing basis to ensure network facilities have capacity within objective limits for subscriber demands.

w In response to requests, plans arrangement of equipment, prepares cost estimates for equipment and installation, and submits data to management for authorization approval.

w Prepares drawings and equipment specifications for installation.

w Responds to ASRs and is responsible for coordinating and/or performing Engineering, Installation Provisioning and Equipment Procurement of the basic equipment to fulfill the ASR. w Monitors installation activities to solve problems concerning arrangement or specifications.

w Closes out installation authorization when equipment has been tested and put in service.

w Assists field technicians in resolving customer and network installations and maintenance problems.

w Demonstrates the ability to proficiently use TelAlaska Programs, Systems and Procedures in the daily tasks required of this position.

w Reads and understands manufacturers schematics & documentation, industry standards and group documents, such as, but not limited to, Telcordia, NCTA, IETF, ITU, RUS and NECA,.

w Understands the basics of computer operating systems, such as but not limited to DOS, Windows, UNIX, LINIX.

LEVEL II w Understands and is able to perform the engineering, installation, operations, maintenance, testing and provisioning of network equipment in at least two of the engineering disciplines listed above, from various manufactures utilized by TelAlaska.

w Provides support and guidance to Inside and Outside Plant staff, Rates & Tariffs, and Marketing.

w Develops requests for proposals for Network equipment and services.

w Designs networks for the company and customers, including facility planning, equipment room design and equipment placement.

w Plans new service offerings by developing fundamental work plans, and methods and procedures for the continual operations and maintenance of these items w Responds to requests for proposals (RFPs) in conjunction with other designated individuals.

w Prepares modifications on implementation schedules for acquisition and installation of network equipment due to unforeseen increase or decrease of demands for services.

w Reviews planning schedule and data on projected traffic to determine quantities of specific types of equipment required.

w Aids & trains other employee on operations, maintenance and testing of the various Network Systems and Services deployed by TelAlaska.

w Understands and is able to perform the engineering, installation, operations, maintenance, testing and provisioning of all Systems and equipment within the scope of their assigned job duties.

For example, GR303, SS7, Fiber Optic Transport, video servers, CMTS systems, Radio and Cellular\Wireless systems and services.

w Understands the basics of the engineering, installation, operations, testing and maintenance of wireless networks and services.

w Assigns equipment and installation expenditures to specific program or project accounts.

w Plans equipment acquisition, and coordinates schedules for installation, considering such factors as availability, current and future costs, and other economic projections.

w Understands the available services and limitations of Satellite Communications Networks and Systems.

LEVEL III w Integrates technology and network architectures to meet customer demands and market unit requirements to ensure that efficient, high quality, economic and strategically justified services are brought to the marketplace.

w Coordinates with network planning, marketing and customer service on new product roll-out activities, on the network architecture decisions and implementation issues.

* w Manages Projects from initial concept to completed deployment.

* w Develops and plans future network architectures and infrastructures.

w Researches, evaluates and develops planning documents to deploy network architectures, products and services.

w Evaluates and recommends architectures for next generation advanced broadband services.

w Evaluates and recommends architectures and services for wireless and cellular networks w Understands and is able to perform the engineering, installation, operations, maintenance, testing and provisioning of Packet Data equipment and services, such as but not limited to ATM, XDSL, ISDN, TCP, Ethernet, MPLS, GSM, LTE, UMTS.

w Aids in the development and training of entry and midlevel engineers.

* w Serves as backup to Telecom Network Director.
