Develops regulatory strategies for operational permits, environmental impact statements, etc. As requested, prepares and submits testimony in legislative or regulatory hearings.

Prepares financial analyses of environmental impacts on business operations.

Prepares budget forecasts and actual performance of budgeted activities for assigned environmental services.

Provides guidance, counsel and direction to management that will build long term value by identifying, developing and implementing strategic environmental initiatives that establish external competitive advantages.

Position Requirements Bachelor's degree in environmental engineering, environmental sciences, the physical sciences or a related field.

Juris doctorate degree from an accredited law school.

Minimum of eight years of experience in environmental work, with a minimum of two years demonstrated environmental management experience required.

Knowledge of the utility industry or other highly regulated industry is desirable.

Must have advanced understanding of the laws in area of expertise and proficient in its interpretation and application.

Must be able to develop a consensus among differing management viewpoints and interact effectively with all levels of company management, competitors, customers, public officials and governmental agencies.

Analytical skills to define and place in perspective a specific problem and apply the law, to provide workable, legally sound solutions and to anticipate potential problems.

Requires advanced knowledge of environmental policy, laws and regulations, with the demonstrated ability to analyze and evaluate complex regulatory proposals and submit written comments.

Must demonstrate ability to supervise and work with others effectively in a diverse working environment.

Strong communication skills with the demonstrated ability to communicate complex information accurately and understandably in written and verbal form required.
