GENERAL PURPOSE The Web Solutions Manager will be responsible for the technical development, implementation and management of internal and external web resources for NeighborWorks America.

The Manager executes against the web strategy roadmap and information management roadmap to continually position NeighborWorks America resources within the framework of best practices in web technologies and utilization.

The Manager will ensure operational and informational integrity of the assigned web sites, applications and data.

The Manager will oversee enhancement and maintenance activities, including new technical and business features/functionality, and upgrades of the environment to maintain adherence to customer needs and compliance with business partner and/or government requirements.

As required by individual projects, this position organizes and manages a multi-disciplinary, cross-functional team of business subject matter experts, database designers, developers, content contributors and other staff who are essential to the design, development, support and enhancement of individual online projects.

In addition to overseeing contractors and consultants, this position may manage web development specialists, training/support staff, analysts or other required staff and will have budget responsibility.

The Manager will assist the Information Management Director in designing and implementing Corporation's web strategy to enhance and support the goals of the Corporation.

ESSENTIAL DUTIES/RESPONSIBILITIES The Web Solutions Manager will oversee and maintain day-to-day operations of web related production and development servers; The Manager should follow industry accepted guidelines for project management and operations while supporting the business functions and goals of the Corporation; Develop, implement and manage standards for operations and support procedures and best practices.

Use website analytics to identify areas of improvement or change and measure performance; Identify new or additional web technologies and strategies to meet the goals of the Corporation; Develop and maintain comprehensive and detailed documentation including operations guidelines, project definitions, project plans and schedules including tasks, resources, timelines, milestones, priorities, any pertinent business process diagrams, business requirements definition, test plans and budget information; Communicate effectively with business sponsors and stakeholders to provide feedback, risk analysis, project status, and change requirements to ensure project objectives and potential impact on schedule and costs; Serve as the technical lead in disaster recovery planning, documentation and practice sessions as well as implementation should the need arise; SECONDARY DUTIES/RESPONSIBILITIES Research, maintain and train on technologies and solutions for web functionality, usability, analytics and operations; Participate in the planning, policy and decision making discussions involving information management projects; Participate in the development of software application projects including proof of concept, business analysis, user functional requirements, technical specifications, application and user interface design, database design, coding, security configuration, testing, documentation, training, implementation and quality assurance; Guide the development team and design efforts to ensure the online solution designs meet usability, functional and security requirements as well as adhere to corporate standards; Engage in ongoing research and analysis of new and emerging trends and technologies which potentially benefit the corporation's goal of strategically implementing and integrating software applications and information systems; Assist the Communication and Development division to ensure the NeighborWorks America brand is being built and protected online; NATURE OF WORK CONTACTS Frequent interactions with Information Management staff such as application developers, analysts and network operations team.

Regularly works closely with NeighborWorks America staff from other units and departments, especially the Communications and Development Division.

Correspondence and regular interaction with vendors and service providers such as software development contractors, web hosting and application vendors.

Occasional contact with NeighborWorks Organization staff.

TRAINING AND QUALIFICATIONS A Bachelor's degree in Computer Science, Management Information Systems, Business any combination of training, education and experience which provides similar skills.

5-7+ years experience in leading and managing teams/ projects including web site implementation and management.

Strong technical documentations skills for documenting project requirements, operations guidelines and policies, technical specifications, etc. Experience with Microsoft IIS Server, Microsoft SharePoint is essential and familiarity with Microsoft SQL Server or SQL Reporting Services is preferred.

Familiarity with web related tools such as the Google Search Appliance, WebTrends (preferred) or other web analytics software, and web content management tools such as Adobe Contribute or Microsoft Content Management Server.

Experience managing the development of web sites and web portals.

Understanding of web authoring and development technologies such as ASP, .

NET, XML, CSS and Javascript.

Excellent written, analysis and communications skills.

Strong customer-service orientation.

Must have the ability to partner with senior management and other functional groups to understand complex business problems and apply appropriate technical solutions.

Must have the ability to work both independently and collaboratively with NeighborWorks America staff, customers and external vendors.

Must have the ability to work on multiple projects with multiple deliverables PHYSICAL/SENSORY DEMANDS Fast paced working environment, extensive computer usage.

Limited travel may be required (less then 10%).

Occasional weekend or evening work may be required for maintenance or system upgrades.
