Technical Project Manager Job in Annapolis 21401, Maryland US
Position directs and monitors the work for a team of systems analyst and programmers working on maintenance and enhancements to existing systems, system conversions and interfaces, new system development and special projects for the District Court.
Lead assigned projects for major development in the areas of gathering requirements, project planning and prioritizing, task assignments to analysts and programmers, projects progress tracking and technical assistance.
Responsible for developing project requirements documentation, database design, project and implementation plans, and project status reports.
Schedules installations and communicates with statewide user community regarding all system enhancements and implementations.
Participates in Administrative Office of the Courts and user community meetings as the District Court technical and system processes advisor.
Serves as technical point of contact for JIS providing management with technical and business expertise regarding District Court systems and sharing business knowledge with other JIS departments and in large scale cross team projects.
Performs other duties as required to include analysis, program specification writing, testing and training as well as systems demonstrations and implementations.
Strong knowledge of IMS DL/1, CICS, COBOL, and MVS/zOS operating systems.
Knowledge of the principles and practices of information systems planning, analysis, design, programming, estimating, operations and maintenance.
Knowledge of computer and communication systems software design characteristics and capabilities.
Knowledge of fourth generation or other generally accepted computer programming languages.
Knowledge of the functions and capabilities of multipurpose and multi-tasking computer systems and related data communication systems.
Knowledge of relational database architecture and design.
Skills in planning and evaluating new or revised systems software.
Skills in assessing the impact of new or revised systems hardware and software on available or planned resources.
Ability to learn, understand and adapt to changing complex information technology principles, theories and solutions.
Strong analytical, data processing, systems integration and migration skills.
Ability to communicate effectively both orally and in writing.
Ability to establish and maintain effective working relationships with peers, users, software vendors and consultants.
Project leadership skills.
Ability to manage and assess the strengths of a staff of assigned analysts and programmers working on multiple projects.
Ability to perform all essential functions of the position.
