The position will contribute and participate across NCS sites and programs, while located at the Fort Wayne office.
The person will generally engage and contribute to multiple programs/pursuits during a year, often several simultaneously.
Project pursuit and execution teams may be geographically dispersed.
This position will be a member of the Fort Wayne region Systems Engineering department, and will report to a Program Engineer (PE), Program Manager (PM) and/or other business director/leader to accomplish program goals.
Wireless communication architectures systems engineer with broad systems/subsystems knowledge including architecture and component hardware.
Address government customers' (military, paramilitary, border defense, and non-military; domestic and foreign) and prime contractors' communications systems and subsystems Mission Systems Integration (MSI) needs and requirements.
Systems may be fixed ground based (local and large-scale) and/or vehicle based (ship, aircraft, missile, UAV and/or ground vehicles).
Products generally address RF operation in the 2 MHz to 3 GHz range but platform interactions are not limited to this range.
Program/product phases include concept development, architecture development, system and subsystem requirements definition and associated performance specifications, proposal preparation; contract execution (technical lead); Integration, Verification & Validation (IV&V) up to and occasionally including field installation and initial operational capabilities.
Extensive communications, interactions, and presentations to business leaders and customer communities in addition to leading, directing, and coordinating senior systems, hardware and software engineers.
Required Skills: Ten+ years Engineering design and management experience Candidates will have a minimum of 15 years broad based multiple wireless communications systems and product development (RF operation in the 2 MHz to 3 GHz range).
Candidates will have a minimum of 8 years demonstrated successful supervisory/leadership experience organizing and leading a diverse set of 5 to 15 engineers -- systems engineers, RF systems engineers, hardware development engineers, embedded software development engineers.
Candidates will have developed reports, technical presentations and/or technical proposals on applied RF principles and theory.
Experience generating supplier technical specification and Statement of Work (SOW) requirements and evaluating and selecting suppliers.
Domestic and international travel will be required.
Anticipated travel 30 percent.
Desired Skills: Existing knowledge of Electronic Warfare systems/subsystems relative to co-existing with communication systems/subsystems.
Sound written and oral communication skills are important - communications effectiveness with up line, peer, and down line company personnel and all levels of customer personnel.
Effective interpersonal skills are important.
Maturity and broad experience to address technical concepts, details and issues in real-time during customer interactions is important - must establish credibility and sound relationships with customer community and demonstrate high integrity.
Practical working knowledge of the DoD Architecture Framework (DoDAF) and similar are valuable.
Practical working knowledge and understanding of Earned Value Management (EVM) concepts is valuable, including Control Account Management (CAM).
Practical working knowledge of Microsoft Office Tools to include: Word, Excel, Project, Power Point, and Visio.
Required Education: BS in engineering or related math/science discipline is required.
Desired Education: MS or higher degree in engineering or related science discipline is valuable.
Existing SECRET or higher security clearance with COMSEC endorsement is desirable.
Individual must be able to qualify and obtain TOP SECRET security clearance including COMSEC endorsements.
