Primary Purpose: Provide senior technical skills and analysis for project management.

Essential Functions/Responsibilities
1. Provide management, oversight, and technical direction for SharePoint projects.
This will include working closely with business leaders to determine configuration needs, and leading efforts to establish sites, set up processes to properly utilize and maintain those sites and train business area staff to function as site administrators.

Manage medium-complex projects, create and maintain project plans, report status, and track and resolve issues.
Deliver projects on time and within budget which meet quality standards.
Direct software design, programming, set-up, testing, and installation of systems.
Evaluate project and staff performance and make recommendations for staff development.

Provide management, oversight, and technical direction for projects within the IT department.
Work with the Quality Improvement teams to evaluate research and technical resources for initiatives.
This will include evaluation of information and technologies for the website, and managing projects to implement processes for maintaining and promoting the use of Quality Measures among vendors and users.

Serve as technical liaison to business by evaluating new requests and determining alternatives if applicable.
In addition this individual will serve as lead technical analyst in all phases of the System Development Life Cycle (SDLC), including requirements analysis, technical design and coordination of testing and implementation activities.

Raise all concerns, issues and risks to management.
Share intellectual knowledge and mentor other team members.

Reports To: Director, Project Management OfficePosition Dimensions
1. BS or BA degree in computer science or related field is required.
Graduate degree in computer science (MS) or Business (MBA) is a plus.
PMP Certification is required2 Minimum 8 years application development experience, and 5-10 years in systems design are required, including experience in multiple languages and platforms.
Skilled at documentation/design and possess hands-on experience with a project management tool.
Broad technical skills with a strong understanding of software development tools, languages, and compilers.
A solid understanding of configuration management and release management is required, especially full life-cycle management3 Minimum 3 years designing and implementing SharePoint sites in a corporate environment.
Experience functioning as a site administrator for multiple business areas is preferred, along with technical expertise to specify and manage development of custom-developed web parts4 Minimum 5 years of project management, strategic planning, work scheduling, resource allocation, risk management, and status reporting.
Demonstrated experience in packaged software implementation and troubleshooting is also required.
Ability to supervise application developers and project managers on project tasks.
Proven track record of successful implementations that were delivered on time and on budget with minimal post-implementation issues5 Excellent business analysis, relational database principles, and data modeling skills.
Experience with database access and interface mechanisms6 Experience in vendor management, negotiating and managing contracts, evaluating technology, and authoring Requests for Proposals (RFPs).
Experience with departmental budgeting a plus7 Ability to work with people from many different disciplines with varying degrees of technical experience8 Ability to work long hours when necessary, to travel, attend educational events, and to meet with vendors and high-level business leaders.
