First 5 LA offers up to 5% above a candidates current base salary (excluding bonus and fringe benefits, not to exceed the top of the stated range.
If a qualified candidates current salary is more than 5% below the starting range, the candidate will be offered the starting range for the position.
SummaryUnder the supervision of the Senior Program Officer, the Program Officer II researches, designs and implements programs.
The PO II is also responsible for managing all components of assigned projects.
Essential Duties & Responsibilities include the following.
Other duties may be assigned.
Plans, develops, implements and manages all components of projects that are assigned in line with the organizations Strategic Plan.
Conducts literature research and reviews issues related to early childhood development and policy development.
Formulates and recommends policies related to the programs administered by the organization.
Incorporates timely or emerging policy issues related to children and their families to inform the design of program models and implementation approaches.
Identifies, develops and capitalizes on leveraging opportunities to maximize the scope of First 5 LA investments by initiating outreach to community-based organizations, governmental agencies and other public or private agencies in order to identify and build strategic partnerships to further First 5 LAs goals.
Communicates and collaborates with key experts and stakeholders regarding the organization's projects and strategic planning.
Completes needs assessments activities to identify appropriate programmatic objectives, funding approaches, leveraging opportunities and policy activities.
Conducts data and fact-finding searches on funding and policy trends for children and family services.
Develops and maintains relationships with other funders and grant makers to maintain and sustain the organization's projects.
Initiates and promotes linkages among and between public and private agencies, groups and individuals through collaborative activities and active communication.
Works collaboratively with other First 5 LA departments towards the design of an integrated service delivery system and related support programs; works with external agencies and departments to promote systems integration.
Prepares and presents funding recommendations.
Participates in the process for the identification, review and selection of consultants and strategic partners in compliance with governing policies and procedures.
Participates in and contributes to applicant information sessions and other outreach efforts to orient new and/or prospective partners.
Plans, coordinates and implements all elements of the organizations funding processes (eg: Letter of Intent, Request for Qualifications, Request for Proposal) in compliance with governing policies and procedures.
Presents information and at Commission meetings, community panels, conferences or other public events or internal meetings as assigned.
Responds to requests for information in a timely and appropriate manner.
In collaboration with the Public Affairs Department, develops and manages community outreach strategies to enhance the organization's ability to communicate with the diverse segments of Los Angeles County.
In coordination with the Grants Management/Legal Compliance Department, oversees consultant contracts to ensure that the Scope of Work is completed in accordance with program/project design, budget and timeline.
Represents the organization in meetings and conferences as assigned.
Team Duties & Responsibilities As a staff member in the Planning & Development Department, the PO II is an integral member of an internal team designed to support project development from inception to completion.
Each team is assigned a Team Lead or Co-Lead.
As a Lead, the designated PO II is responsible for overall project management, providing mentorship and assistance to other team members in the execution of their tasks, and will manage the coordination of various project components.
Supervisory Responsibilities This job has no supervisory responsibilities.

Education*Bachelor's degree (B.
A.
) from an accredited four-year college or university in the field of social science, psychology, health, education, behavioral sciences, economics or a related discipline.
Masters degree is desired.
Experience*A minimum of eight (8) years of related experience in program planning, design, implementation, and management.
*An equivalent combination of training and experience may be substituted for the educational requirement.
Two (2) years of professional experience will be credited for every one (1) year of post-secondary education required for this position.
Language Skills Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
Ability to write reports, business correspondence, and procedure manuals.
Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
Mathematical Skills Proficiency in basic mathematics.
Reasoning Ability Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Computer Skills To perform this job successfully, an individual should have knowledge of Contact Management systems; Internet software; Project Management software; Spreadsheet software and Word Processing software.
Certificates, Licenses and RegistrationsValid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
Valid automobile liability insurance.
Other Skills & Abilities Experience with budget preparation, and management skills.
Grant-writing skills and experience in managing grant and proposal processes.
Other Qualifications Cultural awareness and sensitivity, to include an understanding of the importance of culturally appropriate materials, evaluation designs and data gathering tools.
Strong commitment to community-based approaches.
