Program Engineer V-22 Job in Indianapolis 46201, Indiana US
The applicant will direct the technical activities related to various engineering tasks in support of the V-22 Avionics Contractor Support Services (CSS) program.
Primary activities include program planning and coordinating the day-to-day tasking of a multi-disciplined engineering team while managing to an overall program budget.
This position is for an Integrated Product Team Lead for Engineering, also termed a Program Engineer (PE).
The PE candidate will also assume the typical duties of a Program Manager (PM) working with the Raytheon Program Office as the primary point of contact for engineering for execution of existing work as well as providing inputs to proposals for new business.
Candidate will also provide inputs to the technical leadership to coordinate the activities of the engineering team, engineering subcontractors, and system integrators.
This role requires significant face-to-face contact with on-site Government customers.
Candidate must possess strong communication and interpersonal skills in order to build relationships with key customers and help anticipate program needs.
This position also requires adherence to OCI (Organization Conflict of Interest) rules to cover the unique relationship with the customers as well as RTSC.
Required disciplines include: engineering program leadership, program management, and forecasting engineering workload.
The PE is the team lead for a cross-functional (software, systems, and/or other as appropriate) engineering team and is responsible for engineering strategy and task prioritization.
From a program management standpoint, the PE is responsible for program execution (technical performance, cost and schedule, risk analysis), pursuit execution (deal-to-win, IPDS tailoring, proposals and basis of estimates).
Regular communication with customers and senior management on programs demanding a high level of accountability is required, and the applicant must work well with subordinates, engineers, technicians, and other industry team members.
The candidate must have experience managing program scope, and will have demonstrated delegating tasks effectively.
Candidate must be able to assess program and schedule risks and opportunities, develop risk mitigation plans, interpret and utilize Earned Value Management (EVM) metrics to manage execution, and effectively communicate to management on engineering status.
Minimum 8+ years of experience in engineering of avionics, military electronics or similar systems.
The successful candidate will demonstrate a thorough knowledge of formal product design, development, system integration and test.
A demonstrated familiarity with DoD design philosophies (product lifecycle) or Raytheon Integrated Product Development System (IPDS) is required.
Required Skills: Minimum of 8+ years related overall Engineering and Leadership experience.
Familiarity with DoD design philosophies (product lifecycle), or Raytheon Integrated Product Development System (IPDS).
Good working knowledge of the bid and pursuit process, program management, risk and opportunity management, EVM, project plan development, and schedule tracking.
Strong business acumen and with demonstrated analytical, decision making and problem-solving skills.
Able to work effectively in a highly-matrixed environment.
Excellent communication skills (written, verbal and presentation) with ability to collaborate effectively and independently with individuals at various levels including the executive leadership team and customers.
Common computer skills (MS Word, Excel, PowerPoint, Project, etc.) required.
Ability to multi-task and be flexible in their daily work environment.
Desired Skills: Raytheon 6-sigma specialist or certified expert.
Program Management experience outside of Engineering.
Experience executing in a Capability Maturity Model Integrated (CMMI) Level 3, or higher, environment is highly desired.
Required Education: BS /B.
A in Engineering, Science or Mathematics.
Advanced degree preferred.
Other Requirements: Ability to obtain and maintain a US Government Secret clearance is required.
