This person will be responsible for owning and driving the business aspects of our constituent portals and other web solutions.
This includes ongoing interaction with the business and IT to manage portals, their performance, effectiveness and return on investment reporting and analysis.
The candidate will combine his/her expertise in portal implementation and optimized user experience for online, e-communications and Web initiatives to measure and drive adoption of online channel for all BCBSMA constituents.
As a key part of BCBSMA's growing Web Channel/Enterprise Portal Product Management discipline, the Portal Solutions Manager will discover and evaluate new portal business/product opportunities by synthesizing information from consumer research, market and competitive analysis, industry trends, and partner feedback, as well as business factors and risks, and make product and service recommendations based on thorough analysis of this information while championing the user experience throughout the process.
The candidate will drive business decisions based on measurable data to create an analytical culture rooted in best practices in such areas as customer insight, benchmarking and industry trends.
The Portal Solutions Manager will be a trusted partner working with other members of the Interactive and Account Service Teams and our IT partners to ensure market needs are met by the interactive marketing channel through the delivery of measurable and optimized solutions.Key Accountabilities1.
Essential Functions: Manage the process of evolving the company's online properties to a fully integrated online brand experience, defining and evaluating the trade-offs, from both business and technology perspectives, while ensuring constituent needs and user experience are prioritized.
Document all product requirements, and ensure this documentation provides appropriate teams with the full vision and scope of the intended deliverable.
Assess requirements against current site capabilities, other existing solutions and expected online user experiences.
Collaborate with business subject matter experts, interactive marketing team, and our IT partners on architectural solutions, security and web technology teams to define each project's business objectives and solution requirements.
Work with business and IT partners to establish and gain consensus on project goals, objectives and deliverables and identify critical integration issues and recommend solutions.
Propose and manage a product roadmap for constituent-based interactive marketing properties that reflects the user-centric strategy and vision, defines ROI expectations and sets implementation milestones.
Work closely with several cross-functional teams to ensure the product roadmap including portals and other online initiatives, is being developed and implemented as intended, reflecting user needs and technology imperatives, and that all related deliverables are met on time, in scope and within planned budgets.
Develop, maintain and communicate strategic feature/function roadmaps for the business areas.
Ensure that business strategies and requirements are understood and supported, project needs are met, ROI is delivered, documentation is maintained and adoption, retention and growth goals are met.Monitor the latest trends and tactics for online engagement, using market data and experience to inform and ensure the company's best-in-class online experience.
Communicate with timely and accurate project status and decision support information to project teams and executive leadership.
Coordinate interactive marketing resources to ensure project needs are addressed and effectively assign tasks and deliverables to team members.
Ensure that business strategies and requirements are understood and supported, project needs are met, ROI is delivered, documentation is maintained and adoption, retention and growth goals are met.Work with Analytics/Adoption Manager to review and analyze metrics regarding site/portal effectiveness, efficiency, utilization and quality.
Leverage experience in using research and/or usability testing to discover, define, and clarify user-centric changes in the Web environment.
Knowledge of user-centric Web standards, design, and usability2.
Challenges/Problem Solving: The Portal Solutions Manager will use innovative problem solving and critical thinking approaches to proactively solve a broad range of problems across technologies and be the go-to expert for product roadmap and business-related portal issues.
An evangelist for best interactive marketing practices, the Portal Solutions Manager is a cross-functional, consultative, educational role.
This position has frequent contact with business strategists, project managers, and managerial peers, the entire applications team, and may also deal with independent software vendors.The Portal Solutions Manager utilizes his/her online knowledge and experience to translate business requirements, technical constraints, research findings, audience needs into measurable ROI-driven initiatives that are best in class3 Decision Making Authority: The Portal Solutions Manager will be able to demonstrate the relationship of technology to business value to key stakeholders.
He/she will effectively collaborate across multi-disciplinary project teams to produce well thought out and innovative solutions.
He/she will take the lead in working with various business areas to define, recommend, evangelize and develop user-centric web and portal initiatives.
It is expected that the Portal Solutions Manager will challenge the status quo and provide a fresh perspective on ways to meet our high standards by delivering ROI-focused programs online.
In addition, the team will rely on Portal Solutions Manager's knowledge of enterprise portals and adoption of online channel to provide project teams with recommendations for the practical tradeoffs necessary to deliver.
Leadership Responsibilities: This position addresses the challenge of establishing new competencies for BCBSMA as the company implements its strategy for maximizing the Internet as a marketing channel based on measurable ROI. The Portal Solutions Manager will need to demonstrate an ability to make key decisions and may participate in cross-functional teams where s/he can lead activities.
There will also be coaching and development to prepare the Portal Solutions Manager for future leadership roles.

Aptitude for quantitative analysis, critical thinking skills, attention to detail Bachelors Degree or 4 years equivalent professional experienceExperience with one or more Portal capabilities such as Security, Search, Personalization, Internationalization, Categorization, Taxonomy, Messaging, Collaboration, and Publishing Experience with one or more Portal and ECM platforms: SAP Portal/Netweaver, Plumtree, Vignette, SharePoint, BEA Portal, Websphere Portal, Documentum, FileNet, Hummingbird, Open Text, iManage, eiStream, Captiva, VignetteStrong knowledge of strategic technologies; IBM WebSphere, Documentum, LDAP, Tivoli Access Manger, Tivoli Identity Manager, WAS, J2EE, AIX, and Unix.
Experience identifying business opportunities to increase usability and profitability of portal interface and information architectureStrong Project Management experience including ability to guide a project from start to finish involving multiple parties.
Knowledge of market trends and best practices for analysis, measurement, Excellent verbal and written communication skills and optimization of interactive processes.
Knowledge of corporate portal applications, solutions and their value proposition.
