The AFSC Director of Bids and Proposals is a mid-senior level Business Development Executive who will manage AFSCs Bid and Proposal Group and grow our business within the Defense, Health and Information Technology portfolios.

As an AFSC Director you will be part of the Senior Management Team, and your roles and responsibilities will be broad enough to include input into and management of the companys vision, mission and strategy, and the tactical implementation of guidance and directives surrounding these areas.

AFSC operates in broadly defined markets such as Human Capital and Medical Readiness and in cross-cutting and supportive functions such as Information Technology and Case Management.

Typical projects include Wounded Warrior Support, Transition Planning for Warriors, and Support to the Family.The Director, Bids and Proposals, is the top line leader responsible for AFSCs Capture Management Process, Bid decision process and Proposal Management Process.

The Director is responsible for the B & P Group within the company which comprises Proposal Management and Market Analysis support personnel.

As the senior Business Development resource in the company, the Director will also lead the Capture process and be responsible for the business development pipeline.

The Director will be responsible for acquiring in-depth knowledge of AFSCs capabilities, technologies, and strategic/tactical objectives and will use this knowledge to focus on identifying, qualifying, and capturing new business for AFSC.

A significant function of this will be to manage customer relationships, subcontractors and partners, and a portfolio of business opportunities and deliver AFSC messages to key customer stakeholders.

This will be accomplished through the conduct of introductory and on-going briefings with agencies leadership, partners, subcontractors and management teams.

The Director will manage the identification of opportunities, their competitive assessments, develop teaming and solutions strategies and will work closely with senior management to balance resource priorities to ensure continual, consistent progress through marketing, solutions, staffing, teaming and pricing elements of the Business Development Plan.

The Director will have overall responsibility for winning specific new business opportunities and leading the growth of the company.

Job Duties:
Manage and oversee the B&P group, including a Proposal Manager, Technical Editor and a Research Analyst
Identify opportunities, organize teams within the firm and sub partnerships to prosecute the opportunities
Work with senior leadership to develop capture strategies and call plans, focused presentations and reports to prospective clients
Develop customer business relationships in government markets, qualify and close new business.

Lead compelling win theme development
Participate in Proposal Management
Lead proposal process to ensure successful execution and delivery
Conduct competitive analysis and win probability analysis
Cultivate and manage teaming arrangements for 25 teaming partners
Establish new processes; explore new technologies, methodologies and innovative solutions
Craft innovative and persuasive communications which result in winning solutionsRequired Skills/Qualifications:
Prior Capture Management experience within a growing Federal government consulting organization with a demonstrated win record with individual wins over $100m
Demonstrated ability to assess opportunities and their value to the company, develop marketing strategies for various programs, evaluate solicitations and define resource requirements and budgets
Possess a strong proficiency in federal government products, systems and procurement processes as well as FAR and Agency Specific Supplements
10+ years of experience in Management Consulting preferably with the Federal Government
Masters degree and Advanced studies at an accredited institution, preferably an MBA
Domain Expertise within Army or other military branches, preferable to also have other civilian agency experience, such as HHS, GSA, DoL, and/or VA
A highly developed ethical framework, and the ability to adapt it to all contractor teams and situations
Ability to work independently, meet deadlines, set priorities and manage workload and time effectively, working successfully in fast paced, high pressure situations
Proven organizational skills and ability to multi-task
Strong ability to collaborate and negotiate
Ability to establish working relationships with staff, managers, peers and clients at the highest level of an organization
Possess an entrepreneurial spirit with a strong business acumen, as well as a deep passion for the AFSC Mission
