PRIMARY FUNCTION(S)The Director of Contracts reports to the CEO and is the Senior Contracts official in our Government Services firm.

The Director leads, develops and manages a staff of four to eight subordinate Contract Managers and administrative personnel who collectively support the full range of contracting and procurement activities.

The selected candidate will demonstrate a proven track record of leading/managing/supervising contracting personnel.

Responsibilities include: development of key elements of proposals for competitive awards; contract, subcontract, license, lease, NDA and Teaming Agreement negotiation, administration, modification and closeout; contract, proposal, and negotiation strategy development; contract and regulatory compliance; status reporting; risk assessment; dispute resolution; audit support; workflow and process improvement; and other activities assigned to the Directorate.The position requires a candidate with more than ten (10) years experience in contracting with federal clients, including a solid working knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplements (DFARS), federal contracting, source selection and price analysis methodologies and Export Compliance.

Specific experience in managing advisory and assistance service contracts is preferred.

Must be able to obtain and maintain Secret Clearance.

RESPONSIBILITIES AND DUTIESSpecific Responsibilities include but are not limited to: - Provide effective leadership to the Contracting staff to successfully execute the full range of the firm's contracting and procurement activities.

- Demonstrate creativity and innovation in solving business problems and developing best business process tools to increase the efficiency of all contracting/procurement activities and ensure accuracy of information communicated by the Contracts staff.

- Identify, recruit, train, mentor and retain a professional contracting staff.

- Support proposal efforts from RFP release through award.

Prepare and review Proposal submittals to ensure compliance/responsiveness to RFP and/or Task Order requirements.

- Plan for, propose, pursue, negotiate and administer service contracts and orders of various sizes and complexity using a variety of contracts types to include Firm Fixed Price; Cost Plus Award Fee, Cost Plus Fixed Fee; Labor Hour; Time and Material.

- Monitor all contractual vehicles to ensure satisfactory progress and compliance with terms and conditions of the contract; identify problems that threaten performance and financial objectives.

- Attend and actively participate in senior level meetings to support business strategies, pricing strategies, and identification of potential risk factors to the organization.

- Maintain currency with changing Federal Regulation and best industry practices.

Communicate changes efficiently and effectively with senior management and Contracts staff.

- Monitor staff compliance to ensure contract deliverables are being met and funds limitation notifications are being processed in accordance with the terms of the contract.

- Conduct day to day business in a proactive manner designed to effectively manage the firm's risk related to Contracts, Subcontracts, licensing and leases, effectively communicating issues to subordinates, peers, and the CEO as appropriate.

- Ensures contract terms and conditions are negotiated in the best interest of the Corporation to mitigate business risk during contract performance.

Adheres to company policies and procedures in conducting day-to-day business.

- Serve as the Export Compliance Representative (ECR) for the firm.

Manages/oversees all International Traffic and Arms Regulation (ITAR) activities to ensure compliance.

Works closely with staff to ensure compliance with export/import laws and regulations.

- Coordinate with the procurement staff to ensure flow-down of proper contract clauses in subcontract agreements.

- Maintains professionalism, business integrity, and agility to meet the requirements and demands of customers (both external and internal)- Review and assess risk factors in all contractual documents (teaming agreements, NDAs, subcontracts, purchase orders, contracts, proposals, etc.) and communicate these factors to Sr. Management for consideration and appropriate action.

- Establish key goals and objectives for the Contracts staff to meet the demands of the corporation.

Prepare annual performance evaluation for all staff members.

Demonstrate excellent management skills, leadership skills, and a proactive work ethic.

- Support a variety of audit activities.

- Perform other duties as assigned.

Periodic travel may be required.

MINIMUM QUALIFICATIONSA minimum of 10 years of Contracting Management experience.

A minimum of five years professional management experience in managing Contract staff.

Solid working knowledge of the Federal Acquisition Regulation, associated supplements, Federal Supply Schedules, Department of Defense procurement methodologies, and federal government pricing procedures and policiesExcellent writing, speaking, and organizational skills; demonstrated acumen in identifying and mitigating potential risks throughout the full contracting life cycle.
