Job ID: 118607 Directorate: Energy & Environment Division: Energy & Efficiency Group: Technology Planning & Deployment Job Description The Technology Planning and Deployment Group within the Energy and Environment Directorate at Pacific Northwest National Laboratory-Battelle are currently seeking a Chief Economist-Energy Systems and Climate Change.

This position is for a thought leader in the economics of energy systems and their role in climate change.

The successful candidate will have a well-established national/international reputation in the economics of energy systems, energy technologies, and climate, and will rapidly build thought leadership in this area for PNNL.

The successful candidate will anchor a Richland-based team to produce sophisticated, impactful analyses of the economics of energy systems, energy technologies, and their interactions with the climate system.

The successful candidate will develop and lead research and analysis projects in the economics of energy supply systems, energy demand, advanced energy technologies, the emissions from energy production and consumption, emissions capture, control, and storage, and the role of energy systems in climate change.

Our goal is to build on our growing reputation as a research leader in this energy space with the end in mind to fundamentally change how we make decisions related to power plant technologies, construction, emissions control, and the direct relationship with both economic issues and climate impacts.

We will help decision makers understand and resolve the national economic issues related to energy systems and climate mitigation to support both private industry and government.

To accomplish our goals, we are looking for an experienced professional who has a demonstrated track record of success working in the areas of economics, energy systems, policy and research.

Since the problems we are trying to solve are both national and international in scope, we expect this leader we are looking for to promote partnerships with a broad range of domestic and international stakeholders.

Success will be measured in how we influence change through the development of a broader understanding of the multiple facets of the issues, development of strategies and policies to address the issues, and discovery and deployment of the next generation of technologies to mitigate the risks and challenges we face while remaining economically and politically attractive.

Responsibilities: - Immediately begin to significantly raise PNNL's visibility and reputation in this area of science and technology.

- Develop and lead initiatives to strengthen PNNL's technical capabilities in the economics of energy systems and climate change.

- Provide leadership to the Laboratory in executing internal initiative investments in energy systems, along with scientific leadership in the conception and execution of innovative research programs.

- Lead and support efforts to grow externally funded research programs in energy systems and climate change.

This includes establishing and growing relationships with key clients and leading development of research proposals.

- Build strong multidisciplinary R&D teams able to impact the scientific and technological challenges in this area.

- Mentor other Laboratory scientists and engineers and attract new talent to PNNL.

- Contribute to organizational goals, including contributing to PNNL strategic planning and prioritizing research objectives.

Minimum Requirements Professional Experience: The position requires a demonstrated track record of delivering future research directions, developing and directing innovative research and development, establishing strong client relationships, leading interdisciplinary teams, and attracting R&D funding.

The incumbent must have a strong orientation toward advancing the state of the science, demonstrated ability to work across domains in achieving scientific advances, and a strong publication record in relevant technical areas.

The incumbent will also be a recognized expert in the economics of energy systems and climate change and have an established reputation in the energy industry or the energy policy arena.

The position requires strong leadership skills to develop vision and strategy, effectively execute program development, and to attract, mentor, and develop talented staff.

Strong oral and written communications are required to convey a vision and strategy to research teams, peers, and others who influence initiative and program decision-making.

Technical Expertise and Breadth of Knowledge: - Widely recognized international/national authority in energy systems and climate mitigation policies and economics.

- Technical contributions are recognized as having a substantial impact on advancing the current state of knowledge and understanding in scientific/technical discipline.

- Must have demonstrated experience developing and leading innovative R&D programs of significant size and impact across multiple institutions.

- An established track record of attracting significant R&D funding, influencing and setting strategy, and mentoring scientists across the scientific community is required.

Minimum Education/Experience: - Must have a well-established, outstanding national\international research reputation with distinguished professional achievements.

- Position requires demonstrated leadership of multidisciplinary efforts to provide solutions to complex problems where the problems are characterized by lack of precedents, source material, or lack of prior success.

- PhD and 7+ years relevant experience, plus distinguished professional achievements.

- Must have an extensive publication record, including authoring seminal reports and publications, and delivering keynote addresses at relevant national and international forums.
