Command Information Officer and Director, Information Resources Department(GS-2210-15)Naval War College, Newport Rhode Island Innovative leader sought as Command Information Officer (CIO) and Director of the Information Resources Department (IRD) for the Navys single institution for joint professional military education.

The Naval War College is located in historic Newport, Rhode Island, overlooking beautiful Narragansett Bay. The College is chartered by the Chief of Naval Operations to be the Navy and the Nations first choice for educating and inspiring innovative leaders who think strategically, are masters of the operational art, and lead maritime, joint, interagency, and multinational operations with confidence to achieve national security objectives.

The US Naval War College prides itself on being the foremost institution in providing the Nations military leaders and senior civilian policy makers with rigorous analysis, independent research and robust war gaming to clarify and resolve critical national security issues, especially those related to maritime security and seapower.

The Naval War College awards a Master of Arts degree in National Security and Strategic Studies as accredited by the New England Association of Schools and Colleges.

The CIO is a key member of the NWC leadership team and is relied upon to make significant contributions to NWC strategic planning and mission accomplishment.

The CIO provides IT and business leadership to ensure that innovative and secure IT services are delivered to meet the academic, administrative, research, and war gaming needs of the Naval War College.

The Director is the principle advisor to the President of the War College on all issues regarding information management and alignment of IT investments to the Colleges mission priorities.

The Director must be able to balance the demands of current mission accomplishment while identifying innovative IT solutions to increase effectiveness and efficiency of academic and war gaming future missions.

Additionally, because this is a military organization, the CIO is responsible for providing a secure electronic infrastructure for teaching, learning, research, and other pedagogical activities at the college that are operated within an acceptable level of risk under the Department of Defense and Department of the Navy security regulations.

The Director provides IT services to a workforce of over 600 employees, over 600 in-resident students, both US and International, and thousands of distance education students from all over the world.

As the Navy Flagship Education Institution for professional military education, the incumbent will be required to develop, maintain, and sustain accredited unclassified and classified information technology networks that support the instructional, administrative, and research functions for both resident and distance education in a cost-competitive and innovative manner.

Additionally, as the US Navys center of excellence for war gaming, warfare analysis and appropriate modeling and simulation, the incumbent will be required to provide oversight and leadership to deliver state of the art systems that deliver secure and innovative modeling, simulation and war gaming capabilities.

The CIO leads a team of more than 40 IT professionals and is charged with managing the talent pool of a diverse high quality work force while balancing knowledge, skills, and abilities necessary to plan and execute the IRD mission.

The CIO is accountable for promoting a working environment where employees can excel with fair and equal opportunity.

Although the CIO is supervised by the Colleges Chief of Staff, due to the extremely broad scope of IRD operations and multiple demands for senior decision makers representation, the CIO has a broad scope of decision authority and is therefore accountable for delivering high quality results.

To meet these responsibilities, the CIO must possess a mastery of the principles of communications and information technology management and skill in applying sound financial management to balance operational imperatives with fiscal constraints.

The preferred candidate will have a masters degree in computer science or computer related field.

US citizenship and ability to hold US TOP SECRET security clearance is a must.
