*This position is contingent upon approval*Incumbent must possess a BS degree plus 4 years equivalent specialized training and work experience of which 4 years must be experience in a lead or supervisory position OR MS Degree plus 2 years equivalent specialized training and work experience of which 4 years must be in a lead or supervisory capacity OR PhD and 4 years experience in lead or supervisory position OR 12 years equivalent specialized training and work experience of which 4 years must be experience in a lead or supervisory capacity.

In addition, the incumbent must demonstrate ability to work with people of varied backgrounds and myriad objectives, and the ability to reach consensus on complex issues in a timely and effective manner.

Incumbent must possesses prior experience with the Federal Acquisition Regulation (FAR).

Job Description

1. Reviews and directs simplified acquisition issues pertaining to the FAR. Approves various documents which require both FAR and Government Contracting knowledge.

Must review other department and agency documents for acquisition compliance and/or legal appropriateness and consistency with the Federal Acquisition Regulation2 Responsible for maintaining the integrity of an approved certified Contract Purchasing System3 Supervises buyers in the management of the acquisition processes.

Provides notification and interpretation of the simplified acquisition requirements, modifications, and changes to EG&G subcontracts.

May be required to update and brief management on reviews, audits, schedules and coordination of subcontracting activities4 Serves as a primary company liaison with outside suppliers to manage the development of the acquisition processes as required for plant operations5 Attends government contracting annual training as required to effectively adhere to and communicate government acquisition requirements.

6. Demonstrates leadership, management, and consensus-building skills in the management of multi-departmental document reviews, fact finding assignments, and internal presentations of subcontracting issues7 Performing duties in a supervisory capacity to include; independently interpreting, organizing, executing, and coordinating simplified acquisition assignments to include evaluating the work of a number of employees assigned to simplified acquisition procurements.

8. Responsible for supervising routine procurement activities, or controversial problems, which have a significant effect on a major plant program9 Supervising and providing direction by setting priorities and developing expectations/goals.10. Responsible for conducting subcontracts/purchase order peer reviews to include advising and providing feedback on matters pertaining to specific FAR objectives, individual tasks, duties, and performance requirements to assist in meeting the established department objectives11.

Supervising, administrating and ensuring simplified acquisition purchasing order agreements, modifications, task/delivery orders, solicitations, estimates, cost/price analyses, negotiation memorandums justifications, determinations, special contract provisions, representations, certifications and correspondence comply with company policies and procedures, prime contract requirements, Federal Acquisitions Regulation and Government regulations.12. Overseeing incorporation of mandatory provisions and clauses per the prime contract for SAT procurements.

13. Supporting and integrating the subcontract administration with the TOCDF Prime Contract Change Notice process and inter-company work activities to ensure compliance with the requirements of EG&G's prime contract.14. Monitoring small business activities for procurement actions and participating in small business activities/fairs.15. Supporting EG&G programs, including: outreach efforts, subcontracting plans participation and monitoring, records, and training.

16. Performs other duties as assigned.
