Contracts and Policy Manager JOB DESCRIPTION: Develops, reviews, and revises procurement policies and terms and conditions for compliance with federal government contractor procurement requirements Reviews and approves draft contracts for compliance with policy and consistent with risk management approach of government contractor Drafts, negotiates, and structures contractual documents for research laboratory that establish business relationships with vendors, and/or other partners.
Advises laboratory counsel and management on legal issues for various business initiatives Effectively uses judgment to identify situations which require attention or approval of laboratory counsel or senior management.
Advises/Supports Procurement Staff on contract management issues pertaining to resolution of contract disputes and claims Provides training to Procurement and Customer Staff on legal/contractual procurement topics Provides advice and assistance to senior management in creation of collaborative arrangements with other universities, laboratories, or private industry Position entails working in a fast-paced team environment with heavy workload.
Specific and technical knowledge of contract types, methods and procedures and basic principles of contract law is required.
JOB REQUIREMENTS: JD with a couple years experience as a practicing attorney in an in-house or law firm setting.
At least several years of contract formation and contract management experience required.
Familiarity with federal government contracts required.
Construction contracting experience is a plus.
Ability to prioritize and manage numerous simultaneous projects under deadline pressure, without sacrificing quality Demonstrated experience working effectively with others.
Ability to work effectively both independently and as part of a diverse team of individuals.
Exceptional professional oral and written communication skills.
