Schedule Required: 25 Hours per week; 9:00 am - 2:00 pm Monday - Friday Position Summary: PURPOSE: Serves as a business partner by analyzing, developing and administering specific Human Resource programs and processes so they are in compliance with business/legal requirements.
DUTIES/RESPONSIBILITES/SCOPE: Accepts ownership and responsibility for providing the organization and specific business units with high quality, accurate, complete, and timely benefits, compensation, training and development programs, recruiting and employee relations programs, polices and services.
Serves on cross-functional human resources and organizational project teams.
Develops, reviews, and recommends appropriate changes to human resources related policies.
Assists in the research, development and implementation of organizational procedures and programs.
Benefits Analyst Design and implement health and welfare programs including pricing schemes and budget implications Research most competitive prices for benefit plans Help ensure the cost of benefit plans remain within budget Provide insurance companies with resolution on all billing differences in a timely manner Maintain HRIS system to include rates and coverage levels Follow all government regulated compliance issues Participate in all government required surveys Plan and implement all expected annual benefits related projects, ie open enrollment and benefits statements Maintain benefit plans for retiree Continually communicate benefit information to retirees Administers the Pension plan Develop relationships with, and monitor activities of all outside carriers and vendors Compensation Analyst Create job codes in HRIS system Update HRIS system with organization information as changes occur Responsible for writing and running reports in HRIS system Responsible for administering and maintaining an equitable job evaluation system Prepare jobs for submission to PEC (Position Evaluation Committee) .
Conduct market analysis Maintain and administer compensation guidelines Design and implement merit budget program and salary planning program .
Participate in salary surveys Work on special projects as assigned Training and Development Specialist Design and deliver non-technical and PC training programs to all levels and follows up with appropriate evaluation methods Design and conduct needs assessment for the organization, business units and/or Facilitate meetings throughout the organization Conduct consultations with associates and managers regarding skills applications and provide career/educational counseling Human Resources Information System (HRIS) Analyst Develop, maintain, optimize and administer the HRIS in a networked, decentralized environment Serves as HRIS users primary 'help desk' contact and primary liaison with in-house Information Technology department and HRIS software vendor Recommends and implements information processing work flows, defining accountabilities, timetables and practices for updating and accessing the HRIS/database Oversees user training to facilitate understanding and effective utilization of the system Leads Human Resources information technology projects and initiatives, assesses hardware and software needs, plans budget and accompanying documentation Maintains an awareness of emerging business needs and external technological developments to identify and recommend improvement needs/opportunities Unit Analyst (Generalist) Develop and implement recruiting programs for an organizational unit Advise management and associates regarding employee relations procedures Assist in the overall administration of the organizational unit's human resources programs Staffing and Employee Relations Research, design, and deliver instructional information to management on existing or emerging employee relations and regulatory issues Participate in the investigation and resolution of employee relations issues Compose and/or edit policies for Corporate Administration Manual Coordinate the acquisition and analysis of employment data Facilitate organizational change efforts, such as expansions, realignments, consolidations Create new methods and support the use of technology to disseminate information to associates and management Design and conduct associate surveys Facilitate and/or lead multidiscipline projects Requirements Responsible for maintaining confidentiality of human resources information.
Demonstrate an understanding of business objectives and relevant internal and external business issues impacting operations.
Develop benefits, compensation, training and development, recruiting and employee relations programs that enhance profitability and/or organizational goals.
Possess an in-depth knowledge of specific human resources functions.
Possess strong written and oral communication skills as well as the ability to interact with all levels in a business environment.
Demonstrate PC skills including word processing, spreadsheets, and database applications.
Know and apply project management principles.
Demonstrate shared values to all by providing effective human resources related programs, policies, and services.
Possess, apply, and continually develop the technical, operational, and systems skills needed to effectively analyze, develop and administer benefits, compensation, training and development, recruiting and employee relations programs LEVEL REQUIREMENTS: Incumbent level is based on the scope of the assigned position and the skills of the incumbent.
Position scope is determined by the make up of the organizational unit supported; considering size, location(s), and nature of business line(s).
Level I (Grade 10): This level works under the general supervision of the respective head and is able to work independently on assignments and projects which are consistent with defined policy and procedure.
Independent judgment is required to identify, select, and apply the most appropriate of available guidelines and procedures, interpret precedent and adopt standard methods of practice to meet variations in fact and/or conditions.
The incumbent should possess a minimum of a Bachelor's degree or equivalent and 2 years of experience and 6 months to 1 year of experience within a specific functional area.
This position will serve as a mentor to lower graded human resources positions.
Level II (Grade 11): This level handles projects independently and is able to be a project leader.
Independent judgment is required to study previously established, often partially relevant guidelines; plan for various interrelated activities, and coordinate such activities within a work unit or while completing a project.
The incumbent should possess a minimum of a Bachelor's degree or equivalent and 4 years of professional human resources experience with 2 of those years in a specific functional area.
This position will serve as a mentor to lower graded human resources positions.
Level III (Grade 12): This level works independently in identifying and developing strategies and tactics to meet the changing business needs and can lead teams in broad based projects.
Independent judgment is required to study previously established, often partially relevant guidelines; plan for various interrelated activities, and coordinate such activities within a work unit or while completing a project.
The incumbent should possess a minimum of a Bachelor's degree or equivalent and 6 years of professional human resources experience with 4 of those years within a specific functional area.
May supervise others.
Additional education, certificate or training encouraged.
This position will serve as a mentor to lower graded human resources positions.
