DoITT provides an array of services to other City agencies as well as directly to the citizens of New York through the 3-1-1 Citizen Services Center, NYC TV, NYC.gov, and its GIS, Data Center and Telecom Divisions.

The award-winning 3-1-1 Citizen Service Center provides the public with access to non-emergency government information and services, 24 hours a day in over 170 languages; includes a technical team of developers and programmers that design, develop and support customer-focused computer and telephony environments, and a business development group that collaborates with other City agencies to establish and implement customer service solutions.

JOB DESCRIPTION: Responsibilities will include planning and managing all 311 System and Performance Testing efforts, including: Development of program-wide testing methodologies, workplan creation, resource management, change management, management of the testing environments; Mentoring testing team members and managing test team member career development; Developing testing documentation standards and ensuring that documentation adheres to those standards; Creating and maintaining process and procedure documentation, ensuring compliance and assisting in the creation of test conditions and scripts as required.

PREFERRED SKILLS: Significant experience with the following: Siebel Call Center v7.

x; System, integration and performance testing, testing tools (eg Mercury Quick Test Pro, Test Director/Quality Center); Test condition and script development maintenance, management and execution; Demonstrated experience in project and test environment management.

Knowledge of SQL, Mercury LoadRunner and CTI are a plus.

CIVIL SERVICE QUALIFICATION REQUIREMENTS

1. A Master's Degree in computer science from an accredited college and three years of progressively more responsible, full-time, satisfactory experience using mainframe, mini- or micro-computer technology in computer applications programming, systems programming, computer systems development, data telecommunications, data base administration, or planning of data processing, at least 18 months of this experience must have been in an administrative, managerial or executive capacity in the areas of computer applications programming, systems programming, computer systems development, data telecommunications, data base administration, or planning of data processing or in the supervision of staff performing these duties, -OR

2. A Bachelor's Degree from an accredited college and four years of experience as described above -OR

3. A four-year high school diploma or its educational equivalent and six years of experience as described above, -OR- Education and experience equivalent to the above.

However, all candidates must have at least a high school diploma or its equivalent and must possess at least three years experience as described above, including the 18 months of administrative, managerial, executive or supervisory experience as described above.

NOTE: The following types of experience are NOT acceptable; superficial use of preprogrammed software without complex programming, design, implementation or management of the product; use of word processing packages; use of a hand held calculator; primarily the entering or updating of data in a system; the operation of data processing hardware or consoles.
