DoITT provides an array of services to other City agencies as well as directly to the citizens of New York through the 3-1-1 Citizen Services Center, NYC TV, NYC.gov, and its GIS, Data Center and Telecom Divisions.
JOB DESCRIPTION: (New York City Residency required within 90 days of appointment) Under the supervision of the Capital Budget Director, the Senior Capital Budget Analyst is responsible for a broad range of quantitative and administrative activities relating to the management and funding of the DoITT's Capital programs.
Regular contact with a wide array of DoITT staff (both peer and senior) is necessary in order to provide adequate technical assistance and information within assigned areas of responsibility.
Extensive computer use assists the Capital Budget Analyst in the production, distribution and analysis of regular and special management reports consisting of financial and operational data.
Special projects are frequently assigned often pertaining to analysis of expenditure data and/or documents pertaining to specific budgets within the capital program.
DUTIES AND RESPONSIBILITIES: - Provide assistance to project managers in coordinating the use of capital funds to achieve programmatic objectives.
- Develop, maintain and use spreadsheets and databases to assist in the identification of financial or operational trends and to provide a quantitative basis for recommended courses of action.
- Ensure integrity of budgets and expenditures for internal and external reports.
- Provide advice and technical assistance in the preparation of annual budgets.
- Examine budget estimates and proposals for completeness, accuracy, and conformance with established procedures, regulations, and agency objectives.
- Employ cost-benefit analysis to review financial requests, assess program tradeoffs, and explore alternative funding methods.
- Write capital budget requests and justifications that support funding requests.
- Monitor the budget by reviewing reports and accounting records to determine if allocated funds have been spent as specified.
- Inform program managers and others within their organization of the status and availability of funds in different budget accounts.
- Project future budget needs for long-range planning purposes.
- Manage Federal and State Homeland Security funding.
- Interact with oversight agencies, other City agencies and vendors.
- Perform other related duties as required.
PREFERRED SKILLS: - Three to five years of experience compiling and analyzing financial data, with two years experience preparing budget proposals.
- Knowledge of the New York City Budget Process and Financial Directives.
- Familiarity with the technology industry.
- Excellent interpersonal, communications, presentation, and organizational skills.
- Superior writing skills.
- Team player who works well with technical and non-technical resources.
- Ability to make decisions independently and under time constraints.
- Demonstrated proficiency in the use of spreadsheet, database, and word processing software.
MINIMUM QUALIFICATIONS: A Bachelor's Degree from an accredited college and three years of satisfactory, full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty.
-OR- Education and/or experience equivalent to above.
However, all candidates must possess the one year of administrative or supervisory experience as described above.
