Reporting to the NYCAPS Project Director, the Functional PeopleSoft Analyst will oversee technical analysis activities for the team as they relate to the implementation of a citywide PeopleSoft Human Resource Management and Benefit Administration system.

Responsibilities will include: - Work with the Project Director, Functional Architect and a team charged with identifying changes in city processes associated with the system implementation; - Run queries and reports relating to enterprise systems, design system to represent user needs and team identified enhancements, serve as a liaison between technical resources and the business team, research potential systems modifications to foster streamlining oh HR information; - Work with City agencies of varying sizes and complexity to prepare them for the implementation of the new system, assist the Project Manager in overall implantation and release management.

- The position involves working closely with consultant detailed design, testing and roll-out for system delivery and agency subject matter experts to implement changes to citywide human resource practices.

PREFERRED SKILLS: - Excellent analytic, problem solving, and communication skills, as well as experience documenting and translating business requirements to implement a major application.

- The abilities to handle multiple concurrent activities, work well in a team environment and with Executive Management are critical.

- Previous analytical experience using PeopleSoft or other major enterprise wide systems is preferred as well as exceptional technical skills and proficiency in database development; - Experience working on a team with implementation vendors is preferred.

CIVIL SERVICE QUALIFICATION REQUIREMENTS

1. A Master's Degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or a closely related field, and two years of satisfactory full-time professional experience working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, fiscal management, or in a related area, 18 months of which must have been in an executive, managerial, administrative or supervisory capacity.

Supervision must have included supervising staff performing professional work in the areas described above -OR

2. A Bachelor's Degree from an accredited college and four years of professional experience, including the 18 months of executive, managerial, administrative or supervisory experience, as described in '1' above.
