It all adds up.WHAT DOES A BUSINESS APPRAISER DO?As a Business Appraiser in the IRS you will perform unique, sometimes controversial and precedent setting appraisals of businesses and business interests where the appraisal can have significant tax impact, tax compliance, affect large segments of the taxpayer(s) population, and have the potential to suggest needed legislative change.

WHAT IS THE IRS? The IRS is a bureau of the Department of the Treasury and one of the world's most efficient tax administrators.

Yearly, the IRS collects more than $2 trillion in revenue and processes over 200 million tax returns.

The IRS Mission is to provide the United States taxpayers top quality service by helping them understand and meet their tax responsibilities and by applying the tax law with integrity and fairness to all.WHAT IS THE LMSB DIVISION?The Large and Mid-Size Business Division (LMSB) conducts examinations and related investigations of corporations and businesses with revenue in excess of $10 million.

Other Revenue Agent specialty occupations in LMSB include International Examiners dealing with international issues, Computer Audit Specialists who analyze complex computerized accounting systems, and Employment Tax Specialists who conduct examinations of complex employment tax returns.

Duties Additional Duty Location Info: many vacancies - Throughout the NationAs a Business Appraiser you will perform reviews of appraisals ofl arge and complex closely-held corporate stock, partnership, fiduciary, and individual proprietorship business interests.

You will perform work for all IRS Operating Divisions, for Appeals and for Counsel.You will determine the fair market value of publicly-traded and closely held corporate stocks, securities, and business interests.

You will also be responsible for reviewing unique, highly complex valuation issues relating to the fair market value of tangible and intangible assets; covenants not to compete; officer compensation, built-in gain discounts; marketability discounts; and minority interest discounts.

You will review facts, and if existing facts are insufficient, request additional information and conduct independent investigations to gather relevant information, and analyze and interpret findings.

You will function as a technical authority on issues requiring the application of new theories and standards to appraisal problems not susceptible to treatment by accepted and established procedures, or where no accepted or established appraisal procedures exist.

You will engage taxpayers and their valuation experts in resolving strong disagreements concerning highly controversial valuation issues.

You will also function as a technical authority for valuation issues on income and estate and gift tax examinations, examinations of tax-exempt entities collectionactivities, and litigation.

Qualifications and Evaluations QUALIFICATIONS REQUIRED: To be minimally qualified for the GS-12, you must meet the basic requirements below: You must have atleast one year of specialized experience equivalent to the GS-11 which is the next lower grade level of the normal line of progression of this position in the Federal government.

Specialized experience is experience that is related to the work of this position and has provided you with the competencies required for successful job performance.

Qualifying experience is experience that demonstrated accomplishment of financial analysis project assignments that required a comprehensive knowledge of business valuation principles and concepts to appraise business and business interests.

This knowledge is generally demonstrated by assignments where you madecomparisons of business operations, and the resulting effects on value, made projections of business income and expenses, and determined fair rates of return and estimates of value.

You have performed appraisals and appraisal reviews of businesses and business interests.

You have utilized standard financial, analytical, and appraisal techniques to normalize financial statements of businesses and business interests.

You made determinations as to fair market value of business and business interests.To be minimally qualified for the GS-13, you must meet the basic requirements below: You must have at least one year of specialized experience equivalent to the GS-12 which is the next lower grade level of the normal line of progression of this position in the Federal government.

Specialized experience is experience that is related to the work of this position and has provided you with the competencies required for successful job performance.

Qualifying experience is experience that demonstrated accomplishment of financial analysis project assignments that required a comprehensive knowledge of business valuation principles, concepts, and advanced techniques to appraise business interests with complex characteristics and to analyze complicated valuation problems.

This knowledge is generally demonstrated by assignments where you perform unique and moderately complex appraisals of businesses and business interests as well as making determinations of the value of tangible and intangible assets acquired or sold in corporate acquisitions, mergers, reorganizations, liquidations, etc. or transferred off-shore in an inter-company transaction.

You make complex normalizations to financial statements such as reasonable officer compensation, working capital, inventory, liabilities, etc. You analyze and determine control premiums, lack of control, capital gains tax discount, and lack of marketability discounts in connection with unique and complex appraisals of businesses and business interests.

EVALUATION OF FOREIGN EDUCATION: Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in US colleges and universities.

Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts; to an accredited private organization for an equivalency evaluation of course work, including grade and credit conversion, and degree.

You must provide a copy of the letter containing the results of the equivalency evaluation as supporting documentation.

Failure to provide such documentation when requested will result in lost consideration.

Male applicants born after December 31, 1959, must certify at the time of appointment that they have registered with the Selective Service System, or are exempt from having to do so under Selective Service law.- If selected you will be: Subject to the requirement of the US Department of the Treasury to undergo an income tax verification and post-employment tax audit.

Travel and Training: Newly assigned agent will be provided with a combination of classroom and on-the-job instruction focused on the operations of the organization and enhancing their knowledge.

Travel for this position is often confined to the local area.

However, overnight travel could exceed 50%.
