JOB DESCRIPTION: The Associate Commissioner of Strategic and IT Portfolio Management will ensure the alignment of Information Technology (IT) resources and investments with City strategies and objectives; ensures collaboration and communication among stakeholder regarding IT plans and strategies; establishes opportunities to reduce costs and create greater efficiencies.
Responsibilities include: Managing and monitoring the IT strategy development process; Facilitating project prioritization, resource allocation, and project approval decision-making; Maximizing the value of Citywide IT investments while minimizing risk; Identifying strategic, citywide technology opportunities; Managing the design, development and implementation of an agile, customer-focused IT portfolio management system; Vetting project proposals by matching them with Citywide IT strategic objectives; Reviewing key deliverables from projects to ensure continuity with the enterprise level strategy, scalability, and alignment with projected benefits; Assessing cost/benefit impact of strategy and project proposals and recommending solutions; Optimizing the use of existing IT contracts and maintaining the contract tracking system.
Additional responsibilities include managing DoITT's renewals in annual support and maintenance plans across more than 30 vendors.
This involves direct supervisory responsibility, validation of renewals and coordination with DoITT technical Project Managers, software vendors, and DoITT executive management.
PREFERRED SKILLS: Demonstrated in-depth knowledge of strategic planning and IT portfolio management; Excellent project management skills, good written and verbal communication skills, customer focused and detail oriented; Strong skills in MS Excel, Project, and Visio; Knowledge of government procurement processes, especially with the City of New York, are preferred.
CIVIL SERVICE QUALIFICATION REQUIREMENTS
1. A Master's Degree in computer science from an accredited college and three years of progressively more responsible, full-time, satisfactory experience using mainframe, mini- or micro-computer technology in computer applications programming, systems programming, computer systems development, data telecommunications, data base administration, or planning of data processing, at least 18 months of this experience must have been in an administrative, managerial or executive capacity in the areas of computer applications programming, systems programming, computer systems development, data telecommunications, data base administration, or planning of data processing or in the supervision of staff performing these duties, -OR
2. A Bachelor's Degree from an accredited college and four years of experience as described above -OR
3. A four-year high school diploma or its educational equivalent and six years of experience as described above, -OR- Education and experience equivalent to the above.
However, all candidates must have at least a high school diploma or it's equivalent and must possess at least three years experience as described above, including the 18 months of administrative, managerial, executive or supervisory experience as described above.
NOTE: The following types of experience are NOT acceptable; superficial use of preprogrammed software without complex programming, design, implementation or management of the product; use of word processing packages; use of a hand held calculator; primarily the entering or updating of data in a system; the operation of data processing hardware or consoles.
