Trying to Fill out application and have a Major Question?

So in sept 2007 I got in trouble for underage drinking and i had to go throught the first offender programs and my charge was drop... here the thing should i listed it on a appliication i'm trying to fill out even though it was drop or should i listed it better be safe than sorry

No do not list it; it was dropped. Actually, you'll be more sorry if you list it and then discover you did not have to.

Well, if they don't ask, you are under no obligation to volunteer the question.

But if they ask, I 'm going to have to disagree with the previous two answers. I've been a hiring manager for over 25 years and I can tell you without a doubt to not ever tell even a little white lie on an application. Usually the question about this reads something like this: "Have you ever been convicted of a crime?" In this case, if I understand your question correctly, you were convicted, even though the charges were dropped. You have to answer this question honestly. True, if the charges were dropped there is little chance they will find out. But if they do, and you answered the question with a "no" on your application, you will in all probability be fired and that will leave a permanent black mark on your record.

By answering the question honestly, you can turn this into a positive by saying that you were young and did something stupid and learned from your experience. This shows that not only are you straight up and honest, but you have grown from this experience. As a hiring manager, I would respect this and absolutely not hold it against you.
