Work Concerns - How do I relay my concerns to my boss?

So here's the deal. We are looking for someone to start at an entry level position at work and have been interviewing people for said position. We have interviewed a few people and my boss' opinion as the leading candidate is someone who has an extreme language barrier and was not even able to answer or understand the questions in the interview. I am very concerned about the prospect of hiring this person because of the language barrier as I am the person who would be training them for the job. He is a nice enough person but the learning curve for this position will triple because of the language barrier. I cannot see how he would understand the technicalities of what this position entails with his lack of understanding of English. It is hard for a person who's first language is English to understand it.

How do I tell my boss that I don't think he is the right person for this position without sounding like I am being prejudicial? I am really not that kind of person but I do not agree with my boss' opinion of this person.

If you want to express your concerns, you need to do so as a professional conversation where you ask questions to understand their decision, and also maintaining productivity. So it's not about personality, it's about productivity. Ask what support is expected if you are unable to communicate effectively. Explain why another candidate that you have met would be a better choice based on facts, skills and backgrounds. Ask about the expectations of you and your time, and explain what could be compromised if this person requires more of your resources than you normally give.

If possible, you should also offer a solution that you feel would create a better hire, or add to your team effectively.
