The employee who have been at the same supervisory position for 10 years with no education, or the person who worked for 3 years at the lowest position, left, then graduated from university with a bachelors in administration, and then got called back to be in a manager position and been there for 2 years? One person has more experience but the other has more education.

The one with education. However, it isn't so much the education itself as the fact that anyone who has stayed at the same job for 10 years is not the type of person who is going to excel in a new position.

It really depends on who would be the best fit for the position. The person with 10 years of supervisory experience may have more credibility with the staff, but the one with more education could be in a better position so that any new staff coming in aren't taking orders from someone with less education than they have. Either one could have a spectacular management style -- or a terrible one. It really depends on how they work with people and who is the best at getting the job done.

Also, I think I would start to wonder why the person who has been in the same position for 10 years still has no education. It seems to me that they would have at least started to take some night classes at a community college by now. The fact that they haven't gone to school at all seems like they don't really care about professional development.
