Which college course is better: SPED or Public Relations?

I am going to transfer this coming June. I want to take a course that is in-demand here and abroad, has endless job opportunities and high-salary jobs in the future. I don't want to take Nursing, etc. I'm choosing between SPED ( Bachelor of Elementary Education major in Special Education) or Bachelor of Mass Communication major in Public Relations. Please help! Thanks!
