Shouldn't you have work experience before getting your doctorate?

A friend of mine from under grad went straight to get her masters and is now getting her second one. When that is finished she will be going to get a doctorate. I think it is great she is so motivated I personally am thinking of getting my masters but honestly don't want my doctorate. Won't all these degree with no work experience hinder her in her job hunt. There is a cetain expectaion of pay when you have you PHD but she has no experience to back that up. Won't she get passed over by most HR departments

MA in Urban Studies forget the concentration
MA in Social work
