Should I put my low GPA on my resume?

On the one hand, omitting it would cause the employer will think the worst; however, if your GPA is uncompetitively low, you've just shot yourself in the foot. It seems like a catch-22.

No, don't put anything on your resume that is not specifically asked for and required by the Human Resources personnel. Your GPA is 'your' business. In some instances, however, such as with "merit" vacancies listed as open by the U.S. federal government, the GPA is used to determine who qualifies to be hired at a grade level above the standard entry grade at the beginning. Otherwise, the GPA is of no one's business but yours.

Remember and consider this. You have your requirements just as these companies have theirs. You have no mandate to disclose anything that you do not wish -- even regarding what your desired salary may be, which is often a question asked by recruiters and on-line applications -- these are questions that are 'not' pertinent to gaining employment during the preliminary phase of seeking work, and chances to eliminate you from the running if your desired salary is too much or thought impractical.

Furthermore, many hiring protocols are outdated as are many on-line applications -- they are too often "boiler plates" -- something that is generic and predictable and over-used simply to get an objective completed. In other words, someting that is the usual.

Companies come off as big powerful faceless entities. But know this. They are composed of people just like you and me. And many human resource personnel already presume to ask too much personal information anyway without offering to tell you any of 'their' inside goings-on. So -- don't feel need to kiss up to any prospective employer. Let there be a fair exchange.

One last thing is in order here: being 'too honest' may prove as counterproductive as willfully lying. So, do not be too honest and overly forthcoming -- this can open up new problems and prompt more questions from the human resource people. They protect their assets -- don't they? Well, now, you must protect yours.

I feel your pain.

All the advisers say "if it's below a 3.0, don't put it on". And then you ask "Well... what if it's a 2.9? Won't they think it's worse than it is?" And they have no clue what to say.

Really... it depends on the company you're applying for. If your GPA is below a 2.7, definitely don't put it on. If it's somewhere between a 2.8-2.9... it depends on the individual. I don't think I would, but I don't think anyone really has an answer.
