Should I ask the employer for a deal?

My friend told me about a job at the place where he works at, and gave me the contact information for the head of IT and told me to contact him. I contacted him, and the guy is interested. For about a month nothing was happening with the position, and I found out from my friend that the guy had submitted my name to be interviewed but it came back from the HR department that they don't have the money right now and that it wasn't gonna happen. I still keep in touch with the guy to keep as a connection, but I was thinking about running a deal by him. At the moment I'm a student, and don't necessarily need full time work. I was thinking that I could come in there part time, learning the system and when they had full time money I could work the job full time. Basically make see if they can work with me at all. What do you think? Is it is a good or bad idea to offer the employer this kinda deal?

As a student, you are in a unique position. You can get a foot in the door with an unpaid internship while avoiding these convenient HR excuses. With the current stalemate, it may be better to submit a written proposal of an unpaid internship to the IT contact directly. Please re-post if you have any questions regarding the method or format.
