Fast food is almost always hiring and they hire pretty much anyone. It's a grueling job but if you really need a job and money it's your best option. Working in fast food for a couple of months to a year can give you enough experience to move on to an actual restaurant where you can work as a chef or a waiter/waitress. Not only is the pay better there but you rack in a ton of cash on a good night as a waiter/waitress. I've had friends who would get $100-$200 in tips a night during a good weekend. You could dive straight into becoming a waiter/waitress but sometimes it's not easy to get into if you don't have any prior job experience. If you would like to go that route you could try small local restaurants, they're usually a lot kinder to teenagers.

If you're lucky you can get a retail job but for the most part they really don't hire anyone without experience or anyone under the age of 20. The only place that might let you by is Kmart and maybe if you're lucky Walmart. Or you could try retail grocery stores. Some stores hire teenagers to be baggers such as Albertsons or you could work at Safeway and help people bring groceries to their car. Anywhere else is pretty impossible.
