I-9 and background form question?

I went to Lake Charles, LA last Thursday for a job interview for American Eagle Airlines. After the interview, they handed me 3 forms to fill out and sign..the job description, I-9, and background check authorization. While filling out these forms they told me that due to the census snafu they will not be running background checks till the week of May3rd and they will be getting back to me. My question is, by having me fill out the I-9 and authorization to run background check that I am in the process of being hired on and that once the background check comes back (which I have nothing on me) they will make me an offer or have they already hired me on?

Past experiences I have had in getting a job the I-9 form was filled out after I got hired on and they ran the background check before getting hired. This is being done backwards and its kinda confusing as to rather I have the job or not?

Good question. You're right, the I-9 normally isn't filled out until after you've been offered the job. However; HR processes change quarterly based on the issues faced by each business. American Eagle Airlines may have experienced an increase in job applicants requiring sponsorship so they may be doing the paper work before any offers go out.

If the hiring manager/HR manager never said the words "We'd like to offer you the job" and if he/she never told you the salary then at this point you are not out of the clear yet. It is possible that American Eagle also wants to keep qualified applicants in the queue for future hiring. There are several "behind the scenes" actions that need to take place in HR before someone can be hired. If corporate has a tight budget for this quarter, it is possible that Corporate is trying to perfectly time the hiring of new candidates so it "hits the books" at a specific time. (ALL of this has an impact on the company's stock price)

Sit tight. Next time you talk to the hiring manager just ask. If you've built a great rapport with the hiring manager you can get away with saying "So, does this mean I have the job?" ** Please note that only certain people can get away with talking so direct but you get the idea.

Background are always done before getting hired or any new job is offer. The I-9 should not be completed until you have been hired and accept the position. I.9 is a Federal form that is required to be complete only after your hired.
