How to get a job at the DMV?

I am very interested in getting a job at a local California DMV, but am confused about some of the things I need to qualify. Everything else makes sense to me but this is what I don't understand... This position is subject to the CPD/CRC Employees Opportunity Program (CEOP). All eligible candidates may apply; however, hiring preference will be given to CEOP applicants or eligible permanent intermittent MVFRs based on seniority within the above-designated geographical/organizational area. Post and Bid applicants are required to submit a State application (STD 678) marked with Post and Bid and this bulletin number. CEOP applicants must submit a State application (STD 678) with a copy of their CEOP Certification Letter attached. If anybody knows what any of this means and knows where to get this stuff done please answer!
