How to explain why I want to leave my job during Interview?

Is a long story how I ended up with current job. Basically I always wanted to work in the government so I quit a permanent job to take on a temporary clerical/admin job in the government when I actually studied Life Science/Computer Science. Anyways two months ago I was made permanent but the problem is the job involves a lot of admin work. On my resume I would say I used Microsoft SQL Server to extract data, write Visual Basic Applications which is true but that involves 5% of the time while the rest of the 95% would be clerical stuff. Right now I decided is a waste of my time so I am changing jobs to do almost 100% percent of the 5% stuff. During interview how do I explain I want to do the 5% stuff 100% of the time but I have only worked for 1 year so less than 1 month worth of actual experience with the 5% stuff.

I think what you have above is a good answer. Maybe we can put a slightly more positive spin on it.

"I took my present job because I always wanted to work in the government and I thought it would be a good way to get my foot in the door.

Some parts of my job I really like, like SQL data extractions and Visual Basic, which I studied in school. Unfortunately, more of the job than I expected is administrative, which I don't enjoy as much. I hoped that there would be a way for me to apply for a more IT-oriented job, but that doesn't seem to be the case.

The position here at XYZco calls for more of the skills I enjoy using, and I think my experience in the government job will make me a positive asset here."

I suggest you say that you want a job that involves the use more of your attributes and that the job you are applying for will expand on these attributes and there will be chance for growth at this company using your core efforts doing what you love.
