How to ensure a future job?

I've heard people say they worked hung out with certain people and they told them
"Come back after you go to school and we'll have a job for you"
How often do they really have a job still there?
How do people manage to get these?
I would like to ensure my chances of having a job right out of college or at least boost my chances of having one but I don't know how to go about it.
Like I want to be an asl interpreter...Should I contact agencies and talk to them about it and ask if they would be willing to take me in right out of college?
Any info even irrelevant is greatly appreciated. Thanks!
