Can an employer make you notify them about a second job?

Does an employer have the right to make an empoyee notify them if he/she is taking a second job? Are there any rules prohibiting this?

No you dont have to tell them anything actually. but sometimes it can be good, just so that way they dont work you too much because they will know you have a 2nd job !

Only if it will affect your availability or if it's a conflict of interest. Example: You're working at Wal-Mart and then got a job at Target. Both companies have the right to terminate you since you're working for the competition. Or if a company has a set minimum availability, like you must be able to work 3 out of five weekend shifts, or at least be available from 5:30 to 9 to work a night shirt.

Just talk to your manager. Most will be fine with it. At least mine were.

The hours from job #2 better not ever interfere with your work schedule at job #1 -

or you could lose job #1

Some employers forbid "moonlighting" (which means an employee works a second job). If your employer forbids moonlighting, then you are required to notify them of a second job and your contract to work for that employer is no longer valid if you choose to work a second job.
