Can I make a lot of money in HR?

I'm one of those people who can't just be "comfortable." I have to be making plenty of money and have nice things and a nice house (not necessarily huge, but nice!) and since I'm very outgoing and trustworthy, my parents talked me into studying Human Resources in college. I'm going into my junior year and I have had 2 jobs in HR so far. From what I can tell, they are some of the lowest-paying jobs in the companies I have worked in! Is this always true, or does the money you make in HR depend on the company you work for? (In relation to other positions) Thank you in advance for your answers!

No not really. You make a decent living in HR, but not rich. Only way to make money in HR is being an executive in the HR department of a medium to large size company.

But that take years of experience and possibly an MBA. Most HR employees never become an executive.

Putting too much effort in making a lot of money and you will loose the topic of your position. In every top job, people had to start at the bottom and show what effort and creativity that they can make the job more of an success. Keep in mind that your learning can be what you earn later down the road.

You should be happy you had 2 HR jobs while in school, some people can't even get a job after finishing college. I hate people who complain when half the world barely has enough food to survive on. To answer your question, generally your income is higher if you have more education and depending on the hierarchy of the position. So obviously if you work your way up and become an HR specialist (vs. an HR assistant for example) you will earn more.
