Your question is a little vague. If people don't opt-in, then how do you collect their emails in the first place?

But it seems you already have a list of 38,000. So what are you trying to accomplish now? Those 38,000 people have already given you their emails, so they don't need to opt-in anymore.

You will be required to buy a domain through which to mail your email. I suggest buying a .info because they are cheap. Usually around .89. Then you will need a mailer to send out the mail for you like simplemailer. You can find it by searching google, it's a free download. Host gator will allow approximately 500 email per hour. The nice thing is it can be any list. But you have to be careful of spamming laws.

Then call hostgator for free support on how to use their hosting and simple mailer together. May sound a bit complicated but it really is not that difficult. Just a few steps.
