What happen if you sold insurance without license?

I'm asking this question for my cousin, he works under an independent agent, and his boss make him sell insurance even thought he doesn't have a license.

The boss pay him $1800/month and he have to work 50 hours/week. I don't know much about law, but I know if you work more than 40 hours/week you get pay over time. But it seem to me that the boss is abusing the employee. My poor cousin decided to quit his job, because the boss was mad and throw all the paper works that he work so hard, to the trash can and told him to pick it up. He was upset while telling the story to our family, he said he was just trying to make money to support his family, the boss keep promising that he will pay for his tuition but never did.

Now the only thing my cousin is concerning is that if any thing could happen to him for selling insurance to customers for more than a year?

In my state if caught, your cousin would be barred from getting an insurance license for 5 years and pay a fine, his boss would loose his license for some period of time and pay a fine.

And that is only what the state would do. The companies he represents could terminate all commissions to the boss and never give him the lines back.
