I know someone who hasn't had a raise in over two years. Is that legal?

As long as they aren't union employees.

An employer is NEVER required to give a raise unless there is an employment contract.

Yes it is perfectly legal. I know personally of 2 mega insurance companies that they rarely gave raises, even to people working 3 to 5 years. The only time raises are guaranteed if you work for a union and that is it. But that is no guarantee, since if the company does not make money, then the 1st thing they do is lay off or cut raises to survive.

Your friend should be looking for another job and with 2 years experience will help him.
