How to get a career in animal rights/law?

I'm seventeen, and soon I will be starting my second year of the Animal Care National Diploma (Level 3) at college. By the end of my second year I am hoping to finish my course with distinctions pretty much all round.

Originally, I wanted to work for the RSPCA by being an inspector, because although I love animals, I never wanted to be something like a zookeeper because I don't see how that's really doing them any good. Zoos are for entertainment purposes, with some aspects of conservation. What I REALLY want to do is help animals by doing a career about their rights/legislation (animal lawyer?) and hopefully do my bit to change their future for the best. Sounds corny, I know, but I am really passionate about this. The only thing is, I don't know how to get a career in this. I was planning on doing a foundation degree at my college (in animal care), then upgrading to an honours degree somewhere else. Should I still do this? I know I will need to go to university to study Animal Law, but what qualifications do I need? Do I need a law A-Level or something?

If you live in the U.S., you need to get a bachelor's degree, and then go to Law School.

But animals don't have any money to pay you, so how will you earn a living?
