Canada or Manitoba law about being on-call for I.T. work.?

I work for a company that pays 3 hours of work for being on-call for an entire week on rotational shifts.
We are expected to be always available to answer the phone and do work 84 hours a week.
Any call where we are continuously working on the phone after 3 hours can be claimed.
Granted, calls are very rare onto the phone. I would say an average of 3-5 calls on the weekdays and up to 10 calls on the weekend.
I have to live a life too and cannot be dependable in answering the phone every single time. I am getting threatened to be fired based on this. What I want to know, is it legal to set this expectation on employees?
