Are petition jobs legit?

I recently found a job on craigslist for people with or with no job experience.. it's a job where you get people to sign petitions .. they said you get paif up to $18-$20per hour which is $100 each day.. i called them and ask them if theyre still hiring and they said yes all i have to do is go to an orientation and and they train everyone after the orientation and theyre hiring anyone... does this sound like a scam?
