Policy Hand Book for Nursing Home?

Does an employer have to have the hand book readily available to employees? I work at Pembrooke Place 850 Midlothian Blvd. Youngstown Ohio 330-788-3038. Over the week end I signed I changed a dressing but got busy with other resident. I went to work 4-18-2009 and the night supervisor wrote me up which I signed. At 4:25 PM I was called into the Director of nurses office Deb Cooney she said she had no right to give me the write up so Deb rewrote it and suspended me for 3 days. This is a verbal write up and my first one. The company keeps the hand book in the computer at work we are unable to copy any pages from the hand book .I do know for a verbal write up that should have been it not 3 days without pay.
