Should you admit to lie on previous security clearance?

A friend of mine currently has top security clearance. When he got this clearance, he said he never used drugs; however, he did so because A) he has only used marajuana once, when he took one hit off a bong and did not feel anything from it and B) his employers told him to not admit to any drug use or else he would be fired. There was no polygraph test.

He is now up for another job where he must reapply for top clearance. There will likely be a polygraph test this time. One of the questions on the application is "Have you ever experimented with illegal substances?" and the next is "Have you answered otherwise on previous security clearances.

While he does not really consider his one brush with marajuana as drug use, he is afraid he will not pass the polygraph if he says he has not used drugs. However, he has heard he can be given up to five years jail time if he admits that he said he did not use drugs on the last test, but admits to it on this one.

Unfortunately, my advice of "You shouldn't have lied the first time" won't do much good for him. Does anyone have any suggestions? Should he admit to drug use in case of a polygraph? How should he answer the question about whether or not he admitted to use on his last clearance application?
