Do military spouses get any preference for jobs? Where should I apply?

On USAjobs I have applied for anything and everything (related to my degree and license) since we PCSed to a new base. I typically have everything on the requirements for a position at the VA hospital but I feel like I am not getting picked because I personally am not a veteran. However when I go to the VA and check it out, they end up closing the position and nobody fills it -- mental health position. I have applied more times than I can count since we PCSed.

For the past 10 yrs I've worked with trauma victims, families and combat veterans (mental health care) and I am licensed & certified in one US state, I know there is a need for it, but...not sure where else to apply for the govt that will actually consider a non-vet and maybe a military spouse. I was told there are spouse preference in some places, but not sure where. Any ideas would help, thank you.

As the spouse of an active duty military member who has orders specifying a permanent change of duty, you are eligible for a NON-COMPETITIVE career-conditional appointment, so if you meet the qualifications, you just have to present your qualifications and ask them to bring you on board. Take a copy of the following CFR reference, which they will not likely know about, because it's a fairly recent addition to the CFR, so it's not in the available printed CFRs. As the spouse of an able-bodied veteran, you do not have preference in a competitive ranking, but with military orders in hand, you don't need to apply. You just need to convince them of how desperately they need you, how qualified you are, and how much work it will save them having to announce and interview. The rules of hiring make it real tough to hire someone who may have wonderful qualifications but is not a vet, which is why sometimes they end up not using a certificate, but in your case, they don't need to do that. They just need to like you, to recognize your value, and to hire you directly.

As for why you didn't come to them immediately upon moving, why that's easy. You just found out about it, as did they, most likely.

In accordance with the provisions of this section, an agency may appoint noncompetitively a spouse of a member of the armed forces serving on active duty who has orders specifying a permanent change of station (not for training), a spouse of a 100 percent disabled service member injured while on active duty, or the unremarried widow or widower of a service member who was killed while performing active duty.
