Fundraising laws - Non profit?

Hi all,
Was talking about this at work the other day.
I know in order to fundraise as a charity you need to be registered and have a charity number along with following rules, but when it comes to being a non profit organisation how does it work?
What rules/regs are there?
Do you still need to register somewhere?
Or can you just "go down to your local tesco and start walking around with buckets"?
