Sewage lid leaking gas?

I work at the Real Canadian Superstore in Langley British Columbia and there seems to be a hole the size of my thumb in the lid of the sewage lid. The lid is located in a closed area right by a stairway up to the staff lounge and it's leaking foul gases into the air every second.

I used to work for a plumbing company so I know that when where'ss a leak of that magnitude, it'susuallyy very bad.

I talked to the management there, a east indian manager told me it was safe, he got a plumber to check it and there's no problem. He has a history of lying through his teeth, and even tried to blaim the janitor when the problem arised 2 weeks ago.

Should I report it to the health an safety board?

Yes, you should report it. That is not a good nor safe situation.

Send a letter to your manager's boss explaining the problem and that you will report it to the health and safety board if nothing is done about it in the next 2 weeks.
