Employers asking for 1 year commitment?

When employers say they want a 1 year commitment for the job, do they ask us to sign a contract?
If so, what are the penalties for breaking the contract if I want to leave the position in lets say 6 months.

I think for the most part, they'll give you a bad reference (or none at all) if you go looking for another job before the time is up. |
