Construction Superintendent, Area Description As a contracted owner's representative for the US Army Corps of Engineers and as part of the San Antonio Area Office or Joint Program Management Office the construction Superintendent, area, is the Construction Representative for surveillance of construction projects.

Provides comprehensive oversight to assure projects are constructed according to contract plans and specifications, and shall monitor the Contractor's Quality Control (CQC), Environmental Protection and Safety Programs.

Conduct Quality Assurance inspection tests, and utilizes knowledge of construction methods and materials to identify discrepancies in the plans, specifications and site conditions.

Gather field data for modifications and claims and maintains daily and periodic records.

Deliverables: The following is a list of typical deliverables that will be required of the Quality Assurance Staff: Provide liaison and coordination between the Area/Resident Engineer and the various construction Contractor's QC programs and personnel.

Review, comment on, and make recommendation for corrections and approval/disapproval of Contractor's Quality Control plan.

Maintain close contact with contractor's representatives in order to plan inspection services to verify the construction contractor's compliance with the requirements of the contract plans and specifications.

Discuss proposed operations to insure that they are in accord with approved construction practices.

Explains unsatisfactory methods and practices to contractors and recommends alternate and approved methods.

Monitor contractor's quality control reports to assure that they adequately document the quality control operations.

If reports are not adequate, require the contractor to submit a supplementary report containing the necessary information.

At the direction of the Area/Resident Engineer Quality Assurance Staff shall attend relevant Design, Coordination and Construction Meetings.

The assigned staff shall review and be familiar with all Submittals, Requests for Information, Change Orders, and Schedules.

Constantly be alert to detect any unsafe equipment or unsafe operation practices, and takes immediate action to correct the unsafe conditions including the authority to stop work with the authorization of a duly designated Government Representative.

Maintain close contact with contractor's representatives in order to plan quality assurance activity requirements of the contractor's operations.

Discusses contractor's proposed operations during the Preparatory, Initial and Follow-up inspections to ensure that the contractor's operation plans are in accordance with approved construction practices and contract requirements.

Explains acceptable standards during the various phase inspections.

Provide the Area/Resident Engineer a comprehensive analysis of the results of the contractor's quality control efforts.

Keeps the government informed as to the quality of inspection performed by the contractor's inspection force.

Conducts government quality assurance tests, through the use of an independent testing laboratory to assure acceptability of the completed work.

A sufficient number of tests, typically not less than 5 percent or more than 10 percent of the frequency of the quality control tests should be scheduled to verify quality control test procedures and results.

Quality assurance testing and inspection may be conducted at unannounced intervals.

Ensure that new work is not placed on unacceptable work.

The QA Staff will not provide direction to the contractor.

Provide the Government a comprehensive analysis of the results of the contractors' quality control efforts.

Quality Assurance personnel will prepare a daily quality assurance report to document test and inspection results for each project visited.

The purpose of the quality assurance report is to document contractor quality control activities and results.

Quality Assurance reports will be used to provide a formal record of contract information.

Particular care will be taken to record and preserve all possible data and exhibits with respect to any matter which may become the basis for a claim.

Qualifications SKILLS/COMPETENCIES: Requires a comprehensive knowledge of construction-related processes, as well as a working knowledge of industry practices.

Proven leadership capability is required.

Experience on medical and/or US Army Corps of Engineers projects is preferred.

PREFERRED EDUCATION/EXPERIENCE: 4-year degree in construction-related field (or equivalent construction-related work experience), as well as 10 to 12 years of experience in field construction is required.

Experience in the construction of large civil/structural and/or industrial projects at domestic and/or foreign locations is preferred.
