Experienced business person with ability to understand contractual obligations.

Lead key steps in the governmental contract process from RFP development, agreement finalization, through invoicing of contractual commitments.

Oversee the contract deliverables.

Job will involve design and implementation support of processes to ensure compliance with all government contracts -- working closely with Contract Administration & Finance personnel.

Person will review and validate all federal grant disbursement requests.

Incumbent will periodically audit processes and supporting documentation, as well be the lead sanofi-pasteur representative for any US Government DCAA audit.

* Lead and directs the preparation of all financial aspects related to the submission of the business proposal (RFPs), pre-award and post-award risk management, contracts, agreement, and clauses.

Recommend solutions to potential issues.

Actively participate in preparing responses to US Government inquiries from the proposal through award.

* Manage the relationship, such that all parties are contributing to the success of the contract deliverables.

Oversee the technical progress against contract milestones, in conjunction with the Project Managers and Site Contract Coordinators.

Analyze the impacts of changes in the progress, and prepare revisions as necessary for the US Government.

* Assess and document that the processes are compliant with all government and reporting regulations.

Provide assistance and problem solving to contract administration personnel to ensure compliance with federal government contracts.

Ensure the process accurately and consistently accumulates expenses to generate a timely invoice to the US Government.

Recommend and ensure changes are implemented through the Site Contract Coordinators.

Establish new processes as needed.

Ensure accounting treatment is properly reflected.

Review and validate federal grant disbursement requests prepared by contract personnel to ensure that they are consistent with contracts and applicable federal regulations.

* Perform periodic and routine audits at each site to ensure the processes are properly applied.

Ensure recommendations are implemented by the Site Contract Coordinators.

Lead the coordination for all DCAA audits, including the annual Incurred Cost Submission and all potential new proposals.

Follow-up on remediation, as necessary.

* Develop, implement, and maintain company policies and internal controls to ensure compliance with government accounting standards and requirements.

Keep abreast of changing laws and regulations.

Communicate government regulation updates to contract personnel and conduct relevant training.
